User Management Issues

I'm using the SugarCRM free open source version. My problem is that when I create a new user and then try login as them, I get an error that looks like this:

You do not have access to this area. Please contact your site administrator if you believe that you should have access.
Redirect to Home in 2 seconds

Under User Management, I don't know what to do so I cna make it that new users I create have general Access. And then when I go to Role Management and edit or create roles, I don't have the ability to give them different access. At the bottom of this area there is supposed to be a large box with many cells that I can give or deny access to user roles, but this box is BLANK.

It says: Double Click on a cell to change value, above the box. And in the box it says: No actions defined

This is very bothersome and I need to create users. Anyone have any idea?!?!
