User Role Subpanel not showing with users

I am trying to assign users to a role with SugarCRM CE - for some reason the users are not displaying as a sub panel on the the user role page.

Steps to reproduce:

1. Click on Admin
2. Click on Riole Management
3. Click on name of a Role
4. Scroll down - last thing on the page is Save and Cancel (no users show below that I can assign to this role)

I have set-up a bunch of users and they are all set as Regular Users, They all have confirmed their passwords and logged in. Any ideas community?
