User Vs Account Security

I was trying to figure out how to restrict Users from seeing anything by the accounts assigned to them.

Is this possible.

No, this is not possible with the standard functionality.

Are you saying that you only want Users to see accounts that they are assigned to? Create a role and set Accounts->List to Owner and assign the Users to that role.
