New users that have been added after customizing modules and adding new modules are not able to login.

I can login with accounts created before we started customizing it but any new accounts created now won't log in. It just freezes up after entering the username and password. New accounts do get past the wizard; then are asked to change their passwords, but that's as far as they go.

We have three usernames created a few weeks back. Those work fine.

Additionally, when a new user tries to login, it freezes the entire system for about 15 minutes.
