Veenezuelan timezone missing (GMT-4:30)

Hi,

I am currently installing SugarCE-Full-5.2.0a

Installation was successfull and all requirements were met.

I am using PHP-5.2.9 with Apache 2.0.59 under Linux CenOS 4.3

After installation, when setting the timezone, I found that America/Caracas is still on GMT-4 and it changed to GMT-4:30 at the end of 2007.

Where is located this info and how to update it ? It will be important to release a patch for Venezuelan users and include this change in Venezuelan timezone in future versions.
