oK, let's do this systematically: Sugar has a reporting engine but this is just available for Pro/Ent. So far so bad.
There are countless other reporting packages out there all of which can access the Sugar database easily. Jasper is just one of them. Caveat: These packages are not integrated with Sugar and can only be used if you have access to the reporting engine (mostly local).
Now there are some which have a reporting engine that can be used over the web and thus you can run reports without having installed anything on your machine (means a sysadmin creates the report and you just fill in some parameters like a from-to range). UNfortunately these options are not so many, very often pricy or badly documented.
Here is where Zucker comes into play: this is a Sugar module that has some reporting capabilities of its own (but pretty basic I'd say) plus it includes the reporting engine for jasper (not the report designer). That means you or somebody else can design a jasper report, upload the report definition to Sugar/Zucker and any Sugar user can then run this report without having anything installed locally.
This sounds nice and probably it is but as hinted further up: you should be reading the documentation carefully because Zucker can deliver quite unpredictable results during installation AND you should make yourself familiar with jasper.
