web.config issues

Hi,
I am using IIS + mysql at windows 2008 r2.
i am expecting some web.config file at sugar root ie c:/inetpub/wwwroot/sugar , but it is not there.
can somebody help me out to create this one. ( i need content inside of it)

I don't use IIS but I'd expect the configuration file at the IIS installation path. Did you have a look there?

thanks for your reply.
Sugar creates web.config , in between its installation process , but for my instance it is not there.
so i had to create manually it.
i need content inside it.
