Do web filters like barracuda blocks soap, xml data returned from sugarcrm.com or dispage.com through soap requests??

I have a problem on validating SugarCRM 5.5.0 RC4. It says: Error: Could not connect to the Sugar Server.
All socket were opened in server.

I also have a problem in connection to server http://www.dispage.com/cmhrdis/dsp.php prior to connect() for my Enhanced Search module saying "This is often a problem looking up the host name"
