Web-To-Lead Form Problems

I am trying to setup a web to lead form and after I create the fields and get to the last page when it asks me to Save Web-To-Lead form I get an error "You don't have permission to access /index.php on this server."

I tried going to the root of www/ and changing permissions of index.php file from 644 to anything else but when I do that the SugarCRM would not load. So I have to change it back to 644 and it works fine.

Anyone came across this issue before?

SugarCRM stores the WebToLead Form in directory
/cache/generated_forms/

Please check the rights and permissions of this directory.
0644 may work but sometime you need 0755 or 0775

I went into that directory and it was set for 755 i changed it to 777 and still getting same error message.

and the /cache directory itself?

are the owner:group set to apache-owner:apache-group ?
