From what I understand, the following two things are true:
1. If a user doesn't belong to any roles, they get all permissions and access to all modules.
2. If a user belongs to multiple roles, they get the more restrictive permissions.
With these two things in mind, when would I ever use the "Enabled" permission? Since all modules are enabled by default, and roles are only restrictive, it seems the Enabled permission is unnecessary. Is there a scenario in which I would use it?
