I noticed that the 'check incoming mail' sometimes hangs for an hour in the 'In Progress' state before saying 'Failed' and running again.
There must be a setting for this. Where is it?

There is not a setting for Scheduler failure. Any scheduler that takes 1 hour is presumed to have failed and the scheduler will restart after an hour.
If you are doing testing and running into this issue.
Edit the scheduler and change the status to Active.
The next time the scheduler runs it will the scheduler will once again be active.
