Workflow management HELP!

I am currently working on a production system and have tried everything to get this working. Our company needs this working. Every hour this is down we loose a lot of money.

For some reason when I click on create new workflow definition all I get is a blank page. Well I mean the header and everything is there including shortcuts and all.... its just it doesnt show the create a workflow part when I click on it. It does not show any errors. I have reset all the permissions a million times along with the chown. Restarted the web server etc. And we need this asap.

Here is what is in the crm log.

I have included the diagnostic file for all yall too look at. Please help me figure this out!
