Wrong HTML in Users selection list

I get a wrong output for the select users popup which for example comes up when clicking on "select" for "assign user" in "add lead dialog".

I attached a screenshot of the view I am seeing. Don't let the spanish translation irritate you its just about the links (missing "a") in the lists left column.

This makes it impossible to select a user and I have to correct it using firebug to add the missing A each time. Where can I change it permanently?
