You do not have access to this area. for non-admin users(Accounts & Contacts modules)

I don't think any of my Sugar settings have changed, but now my non-admin users cannot access the Accounts or Contacts tabs in Sugar. They receive the error:

You do not have access to this area. Contact your site administrator to obtain access.

Searching the forums, I have tried:

1. Admin, Quick Repair and Rebuild (for all modules)
2. Unhiding all tabs that were hidden -- Contacts and Accounts were not hidden
3. Renamed Accounts and Contacts tabs back to default name (were previously Practices and Providers)

I do not have any custom modules built through the Module Builder; nor do I have any roles setup. Non-admin users previously were able to view this data.

I am using SugarCRM Version 5.1.0b (Build 4905) Community edition on Suse Linux w/Apache & MySQL.

Any ideas?

No roles have been setup at all. Shouldn't users have access to all areas without a role restricting them?

I'm not sure about that, but probably this tip will fix the issue.
Log in with any user facing that issue and reset his user preferences.
Log in again and let us know if this user can again access the pages.

I did as above, (logged in as user, reset user preferences, relogged in as user) but with no change. I'm still getting "You do not have access to this area. Contact your site administrator to obtain access." for any tab (other than Home or Emails) when logged as a non-admin user.

Yes; I did not see a difference from the repair roles.

I've narrowed the problem down to when I import data; I can clear out the database for contacts and accounts and re-importing the data seems to recreate the problem.

Any ideas what is in the data causing this problem? I do not have any roles setup.

Sorrry..none of the above process is working
