Sugar CE 4.5.1 (or 5.0)

I'm looking for a best practice (or any way at all to send a message to all of the new members of a target list each day. The message does not vary, but the members of the group do. I need to update the target list and I need to send the campaign email each day. Can I schedule this?

If it helps at all, the targets are also new contacts.
