i'd like to set up target lists for my email campaigns based on other criteria such as geographic location.
How do I do this in Sugar?
I'm using Version 4.5.1d (Build 1273)

I agree. A better way to search for targets is absolutely necessary.
The interface should allow for boolean searches. To address sand13w's request, this would allow searches in a range of zip or postal codes. For example, let's say I wanted to target all people in zip codes 19003 to 19800 that have either "IT Director" or "MIS Manager" in their title.
I'm looking at a separate reporting tool like Zucker Reports to help with this. For now, I simply generate marketing lists using SQL statements and run them from the command line. This works, but doesn't give me an audit trail or an ability to track responses and different messages or media.
