I installed 3.5.1d and get Daylight Savings error

I downloaded and upgraded to 3.5.1d and now I get the following error The application requires a Daylight Saving Time fix to be applied. Please go to the Repair link in the Admin console and apply the Daylight Saving Time fix.

The system is now locked and will not let me look at any pages.

Hi,

you should login with the admin-account of sugarcrm.
then do what the message say :-)

go to admin-area.
the repair-page for the daylight-saving should appear.

if not, click the link "repair" and on this site the link "Apply Daylight Savings Time Fix"

Then follow the instructions and all should be fine.

I have the same problem, the program will not go away from the page to apply the repair.
I am locked out Help

Win 2003 server
IIS 6
php 4.4.1
MySQL 4.1.15

I am logged in as admin and clicking on the Admin top of page link as well as the Repair link in the message. None of these things is working and I continue to get the message.
