Any chance you zipped up that file yourself with Mac OS? It would seem that Sugar does not like anything Mac zips up
    Thanks Shannon

If you're on OS X the solution is to highlight the files within the directory to create the archive as opposed to selecting the parent directory to create the archive. I spotted this solution in another forum. I believe kbrill had the answer.

you just have to unzip the file, create a zip file which contains only the files (not the files inside the folder) and run the wizzard.

    worked for me.

I know this seems obvious, but it's hit me a couple times.
Make sure you're using the Module Loader and not the Upgrade Wizard.

I have CE 5.5RC4 installed at the moment and trying to upgrade to 5.5 final or 5.5.1 Beta. i have downloaded both achive files, tried to upgrade but every time i try i get an error - "manifest.php missing". i have checked the directory and couldn't find any manifest.php file. do i have to create it myself? shouldn't it be included with the upgrade file?

    please help!

    many thanks!
