SugarCRM CE itself does not contain a customer portal. You could create a portal fitting your needs using the SOAP/REST API or have a look into google. I know that there are companies offering a portal for Sugar, maybe they have what you need.

1) The Community Edition includes a feature to "automatically assign case number to incoming customer support emails". You assign these case-numbered emails to a "shared/group inbox". Individual users can go into this inbox, claim an email, and answer the customer's support questions. This is sort of like a support portal - but it's through email.
2) There are 2 more full-blown free customer portal add-ons - offered by Lampada and Sales Agility.
The Lampada portal is made to work with Sugar Pro, and must be modified to work on Sugar CE - ( Sugar has an agreement with Lampada so that Lampada won't directly offer the portal for free for the Sugar CE users ) - you have to go through the small trouble of modifying the code to not depend on the Sugar Pro-only "Team" feature.
Similar for the Sales Agility free portal -I just spoke with them last week, they offer the Sales Agility portal as a one-time paid service job to modify (likely to remove references to the Pro-only "Teams" feature) and install their free portal on your Sugar CE.
