Price And SugarOnDemand Question

Hello,

I've looked high and low, but can't find any info out about this:
1) We are currently being hosted on the SugarOnDemand. Is it possible to use the SugarPortal through that because we don't really have direct access to install the SugarPortal software on there?
2) I can't find on the web store or anywhere how you actually purchase the sugar portal licenses. Where can you buy those?
