change language

if I want to change the sugarcrm language to persian, what shall I do?!
and how can I use the 'persian-utf-8.inc' file in the followin path:
../phpmyadmin/lang

i need some thing like this too. there are some links in Doanload area about persian language pack , but none of them working ?!!!!

I have some problem like you , i try to use sugar translation suite , but it doesn't work with wamp5,
