How to create language pack?

From where i have to start?

Hi,

I tried to use the translation pack, but after uploaded, I got the following error message:

Specified directory '' for zip file 'cache/upload/translate121.zip' extraction does not exist.

How can I go through on it?

check permission of 'cache/upload/' directoy.
httpd process needs writable permission for that directory to extract zip file.
