You must distinguish between the GUI language (the screens, labels etc.) you see and the data you enter.
The GUI is defined during login by choosing any of the installed languages. In order to do so please download and install the appropriate language packs.
Data is a different story. You enter what you enter. And you see what you entered (provided the database and your local system can show the local characters correctly). I guess you do not expect the system to translate a Polish entry into German?
So if the manager decides to enter a Polish remark text than quite naturally everybody would see the Polish text, irrespective of the GUI language.
There is a third category - dropdown lists - those can be set-up in all GUI languages and every user would see them in his language. Internally Sugar keeps just the identifier. For example: 1 (identifier) / Kunde / Customer / in Polish???
