Is it possible to translate if I am not programmer?

From what I can see (the majority of posters) seem to have some type of programming background. I am far from that.

I wish to so a linguistic translation and perhaps get someone with IT knowledge to put it together in the release.

Is it possible to get EN_US language table and translate it to Serbian (say in excel, OOcalc or whatever) and then have someone create a lang pack?

I am a little lost here in the programing world but would like to put in work to get the linguistic localization done.

Any suggestions?

I'm planning to develop a suite of modules for manager the translation of language packs for the SugarCRM 5.*, which would generate the final package after finishing all translation.

As soon as I finish it I'll post it in SugarForge.

My proposal is to develop a suite containing two modules:
1. LanguagePack, including the fields:
exact_matches: dropdown
regex_matches: dropdown
acceptable_sugar_flavors: multienum
name: text
description: text area
author: text area
published_date: date
version: dropdown

2. LanguageFile, including the fields:
language_pack: relate to LanguagePack
name: text
entries: int
translated_entries: int
percent_translated: decimal

I´m planing to enable creating a new language pack from a clean installation (translating everything) or translating the non translated entries from an installed language pack from older versions, or since for a current version of the language pack with missed entries.

After creating a new language pack record (with or without a language pack already installed into your sugar) you could click the button 'Prepare', which could create all missed language files for the current language pack.
After completed the translation of all entries into all files the button 'Export' should be visible which provide the export of zipped language package ready to be installed into a sugar installation matching the flavor.
While translating you could be the capability of view the translated entries in action by clicking in the button 'Preview'.

Does any one has any idea to implement?
