setting default languange?

Ok, is there a way to set a default language without having to choose it each time?
Also: can I set a default currency?

I mean as a system wide setting!

Yeah if I was a programmer I would like this option

however: this should be an option for an admin to set.....

So I guess I have to put this at the feature requess?
