Instead of a system wide tool for optioning which subpanels to show why not add a check box in studio to allow selecting whether a particular subpanel is active or not for each module.

It might seem somewhat cumbersome , but then so is the user permissions array. In any case I feel this would allow greater customisation.

I'll second this.

The ability to show hide a subpanel based on a user, team, role etc would be something that would greatly improve the SugarCRM experience.
