Create Lead Tab

Is there a way to create a navigation tab/subpanel that will show the Create Lead panel?

Yes there is, and probably many ways.
I think an easy way to do that is the follow:
1. Create a dummy module (just to haver a new tab for it)
2. For this dummy module overwrite the files view.list.php and view.edit.php. (in this files overwrite teh display function to render an iframe with url for new lead, like: /index.php?module=Lead&action=EditView)
3. Just rename your tab and place it in proper location.
