Custom Module functionality not working for non-Admin user

Dear,

I am using SugarCRM5.0, I have created a custom module, its functionality works fine with admin user but for other users it doesn't work. It displays the custom module tab but do not display link for creation of new records.
It also shows the message "You do not have access to this area. Contact your site administrator to obtain access."

When i login using admin credential , When i edit the user there is no custom module listed for which i can set privileges.

Could you please tell me how i can overcome this issue?

you can try using repair roles from admin panel...
if it is not working than check the acl_action table in database....is their any entry or not ?
otherwise you have to enter manuallly...
