DropDown List Help

Hello,
I need to create two dropdown lists which depends one from each other,
for example:
i have the drop down list named Country
When User choose one country from drop down list
the other drop down list named network dynamically load the values of the networks which associated to this Country, also i need to have some extra field for example create Country and Create Network from which user can create countries and networks if some network or country is not included in the list and is new, the user can create a new entry which dynamically included in drop down lists.
