New Subpanel

Hello. I have installed the SugarCRM 5.0.0 and I am at the stage of developing some areas.
I created a module called 'Agency' and now I want to insert subpanel 'Agency' in module 'Accounts' existing. How can I do that?

Add the agency module in Accounts module layout_defs.php file and add the agency object in vardefs.php file in Accounts module

But in SugarCRM 5.0.0 doesnt exist account module layou_defs.php file! What files I modify?
