Role Permissions

I've been looking through the code and I cannot seem to find the code/function that checks to see what the role permissions are for a user. I want to be able to control in the ListView what items a user can see, whether or not they can see their own or everybody's entry. I want this to be based on their role assignments, not a simple check of whether or not they are an admin.

Also, where is the $current_user variable initially created? I would like to see what all properties are accessable for this object.
