What is the "Sugar Enterprise Developer license"? How can developers access to it?

The Developer License Agreement provides you with access to Sugar Professional and Sugar Enterprises development versions. (Sugar Open Source is of course readily downloadable.) Producing your products to run on Sugar Professional and Enterprise versions enables you to offer your application to Sugar commercial users in addition to the SugarCRM Open Source community. This also makes your product even more interesting for Sugar sales representatives as well.
When a lister is interested in a standard or premium listing, along with the SugarExchange listing agreement, we send them a Developer License Agreement.

Thank you for asking. The Developer License is included with the Standard Listing and the Premium Lisitng. But not the Basic Listing. Which means you have to offer your products via click-thru or Buy Now.
Standard Listing: $0 Annual listing fee
• Downloads (free)
• Click-thru access to 3rd party website ($0.80 per click)
• Buy Now e-commerce (20% of items sold, billed on a quarterly basis)
• Searchable listings
• Categorization
• List order based on popularity
• Sugar Enterprise Developer license
• Monthly activity details (purchases, downloads, etc.)

Premium Listing: $2000 Annual listing fee
In addition to the advantages of a Standard Listing, the premium listing offers:
• Sugar newsletter mentions; news items and other Co-marketing activities

So do you mean developers can get access to ENT/PRO for free as long as they agree to the Developer License?

This is a great question. In order to gain access to Sugar Professional and Sugar Enterprise's development versions they have to agree to both a developer license agreement AND SugarExchange listing agreement. This means they have to utilize ecommerce and pay for either:
• Click-thru access to 3rd party website ($0.80 per click)
or
• Buy Now e-commerce (20% of items sold, billed on a quarterly basis)
Also, they would be paying $2000 Annual listing fee if they decide to go with the premium listing option.

Sugar Professional and Sugar Enterprise's development versions are intended for use solely for internal development. And you must sign a SugarExchange listing agreement.
Here are the FEES
1- Pay a fee for either Click-thru ($0.80 per click) or Buy Now (20% of items sold, billed on a quarterly basis) e-commerce.
and if you chose to do so
2- Pay a $2000 Annual listing fee for a premium listing (optional).

Let me change the question. How much is the development license? (as far as the agreement is signed.)
How much does a develoer need to pay other than listing fees?
